National parks access bill passes Senate heads to President

Congressman Ryan Zinke has announced that the Senate has passed the Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act. This legislation is a comprehensive, bicameral package that includes the Gateway Communities and Recreation Enhancement Act, which was introduced by Zinke alongside Congresswoman Mary Peltola from Alaska in May 2023. After passing the House in April, the bill will now be sent to the President for his signature.

Rep. Zinke stated, "The Gateway Communities and Recreation Enhancement Act just passed by the Senate brings federal and local stakeholders to the table to collaborate on access and opportunities." He further explained how the bill addresses issues related to trail congestion and resource strain: "If hikers see a trail is crowded and have the option to hike a different route that is low traffic, that helps alleviate congestion and resource strain and also allows land managers to welcome more members of the public without restricting access to parks."

The act aims to enhance public access to National Parks and Forests while improving collaboration between Federal agencies and gateway communities. It complements legislation introduced by Senators Steve Daines of Montana and Angus King of Maine in February 2023.

Key components of the bill include creating a digital America the Beautiful National Parks pass for easier access, establishing a pilot program for visitation data collection at recreation lands, promoting lesser-known sites during high congestion periods, addressing economic needs like housing shortages through collaboration with local stakeholders, and requiring consultation with local communities before any restrictions are imposed on park access.

Zinke delivered remarks supporting the EXPLORE Act on the House Floor.
